Institute for Fiscal Studies calls for scrapping of apprenticeship targets

A new report by the Institute for Fiscal Studies (IFS) is warning against the chasing of arbitrary targets over the number of apprenticeships. It says the 2.3% target for the public sector should be scrapped as the drive for quantity could affect quality.
