This remains a massive issue and a problem for the sector that has been recognised by both DfE Minister Justine Greening and Robert Halfon, the Skills and Apprenticeship Minister.

Last year, less than 30% of learners forced to resit GCSE at age 17 achieved a pass mark, leading to issues over motivation and attendance being reported by Ofsted in its annual report.
